The newcomer drew his form to a halt, triggering gusts of violent winds. It was a guy sporting a circle of black beard, currently glaring with widened, furious eyes. "What are you two trying to do!"

"Without informing my Supervision Department, you act arbitrarily within the city... Hm? Pang Hui!?"

When he discovered the target kneeling on the ground, he also froze abruptly.

    Are the chief inquisitors able to deceive that evil God test where they take some mental energy? They definitely need to test that Wei Yi nshuo.

    Honestly, they should be performing the test on all high-level personnel every year, or 5 years, or whatever. Depending on the duration of their missions.

    I bet they would do that, but it's clear that Yingfeng is such a corrupt and politically motivated city that it would turn into some sort of messy power struggle with people lying or avoiding tests. Maybe even mind controlling testers to create false positives and cover up the guilty.
