    Uh what? He's the most petty person. He's got the empire sandbox and there is no conflict of interest. He could just let the grain revert and force them to buy more next year but he's starving people just for the fun of it.

    The same goes for dropping a rock on that country a few chapters back. The Taoists didn't choose a close neighbor this time so there is no real conflict of interest. He was just jealous and impatient. That country would have been a nice foil . . . doing everything right but still not as good as Great Xia. But he still dropped the rock. Petty, completely petty.

      Being merciful to the enemy is to be cruel to yourself and those who follow you.
      They are his enemies and for him to grow stronger he needs to subdue them.
      The Taoist sect is going to sponsor another empire that is a direct competitor to him, so the best action to take is to lower the enemy's power or credibility/reputation

        It's not wanting him to be merciful to the enemy, but wanting him to be merciful to innocent commoners. I dislike how many millions of commoners are killed because of his actions.

        Most of his actions like sending swarms of rats and insects or sending tornadoes to destroy crops have a negligible effect on the strength of the country. All they do is kill commoners, and a ridiculous number of them at that.

        This chapter he's intentionally sabotaging the rice he's selling so that it'll produce a tiny fraction of the expected yield. Since the countries are going to plant it instead of their usual crops, which are almost exactly enough to keep their population fed, this means at least tens of millions of commoners are expected to die because of his actions.

        Even if you believe all is fair in war, he's not at war with the millions of children he's killing.
