        I don't get what you are talking about.
        They each buy there stuff from mc with theee own money. They do actually pay woh there private funds for the equipment they use in there job. Which makes no sense.

      The way I see it is that the division has no control over Han, so his products are cosidered to be outside products. If Han was mass producing, they'd probably buy in bulk and then distrubute, but he doesn't. Every bullet is hand made and so they'd need to pay on their own for things that aren't already provided to them.

            Bit late but from my guess they probably provide some equipment for free to their teams while the rest is gotten through contribution or given to the better teams.
            Of course teams themselves can buy it directly as well like it was shown.
