    I’d much prefer him to have a cultivation civilisation, they grow faster and have a much faster growth potential. For example cultivators need to absorb energy, which they probably need cultivation techniques to do. They can create a simple cultivation technique in a couple of years and then continue to perfect it and come up with higher stages. This is all based on themselves and they don’t need any external influences to grow, whereas for technology, they need to have knowledge and also materials. In terms of materials it will take a long time for them to “grow”. Definitely not enough to equip everyone with a weapon such as a gun at the start. Whereas cultivators would just need to create a simple technique to help them absorb energy and grow stronger. As time grows they will continue to perfect the techniques and find out more about cultivation and how to progress to become stronger. Also at the later stages cultivators can also use materials to make artefacts just like technology. Whereas for technology the people might come up with suits like iron man to make themselves stronger, but just a shockwave can kill their mortal body from a stronger cultivator. It’s not like they can have 24/7 protective armour on themselves that can neutralise shockwaves. All in all it’s just like super humans with artefacts(pretty much technology, also it’s not like they can’t create technology as well) against mortal humans with technology.

      At the later stage with science and technology and the system Deduction he can make some of them to evolve into mutants, like the x-men, spiderman, superman, etc..

      Cultivation and future technology is much the same it's how you use it in Warhammer there is a civilization name necron and emperium (human) they have the technology to have longevity especially the god emperor and the necrons achieve the immortality by changing there body into metal(it's a special metal) and there weapons are so terrifying that they can destroy planets if they want to and that is not all human or the emperium made a monstet that is so big that can eat a planet i forgot what is called but it's a special weapon mad in dark age of emperium ans as for necrons their powerful weapon is like a projection of all planet where they life(galaxy) and if they want they can pluck out planets if they want to or destroy solar system which not ever cultivator can do(and what's more funny the one who is guarding that powerful weapon is called Gardener)
