      If I understand it correctly, the competition from the very beginning was just a farce to make those formation geniuses work hard. The "grand prize" is just bait. They were planning to give it to this guy from the very beginning. As infuriating as it is, it's kind of understandable from the perspective of those "Law Transmitters" — the guy came up with the idea and designed an initial prototype of such a crucial formation.
