The reason why only Lecheng’s residents were to be transferred to Phoenix Fall Mountain and not those from other cities for the time being was a reluctant decision made by Old Master Wu and Ma Ling after their discussion. This was because Phoenix Fall Mountain had a limited capacity; Lecheng’s population alone would saturate Phoenix Fall Mountain, making it impossible to accommodate people from other cities. Thus, the Emissaries of Death in other cities could only temporarily find a safe temporary refuge on their own.
As for why Phoenix Fall Mountain was chosen as the transfer location instead of other areas, there was naturally a reason for it.
The Guardian District under Yang Haoran had many experts, and even more individuals capable of tearing space. To transfer all personnel from Lecheng in the shortest possible time, spatial tearing teleportation was undoubtedly the best method. With the sudden change today, Old Master Wu naturally sent a Communication Talisman to Bai Xue, the president of the Flock of Demons Society.
