In the Western Capital, Frenzied Sword felt exasperated. In the last few days, he had no appetite for anything. Days without Han Xiao were like a day without sunshine—each passing day was torture.

This method was like the theory behind paper currency, whereby something was made to appear valuable, but in actual fact, it was worthless.

This is close, but a little misleading. Paper bills, intrinsically, are indeed worthless, but they still hold value in a society. This happens not because we all like paper, but rather because we as a society agree that the bills are legal tender and have value. People in civilized societies agree to use paper money because they are:
    non-expiring,
    easy to identify and distinguish,
simple to carry around and use,
and so for these reasons (and many others, such as easier scarcity control), we all agree that paper bills hold value. Thus, they are not "made to appear valuable, but in actual fact, [...] worthless", but rather "made in a form that is physically worthless, but societally valuable."

A fuller explanation can be found here in this video and associated videos in the same series:

Eh, with no research on the subject myself, I say that paper money has value because the Government says it does. Just like how any powerful entity can create a currency (rewards points, for example), the most powerful entities in the world have created their own currencies. They have value because you can redeem them for practical benefits and objects from the government. If the government collapsed, no one would care about paper money.

The gold standard fell apart decades ago - you can't actually redeem anything from the government for your paper bills. Currently there's absolutely nothing tying money to value except the shared agreement of society as a whole.

But if the government collapsed, no one would collectively agree that money had value. So you can say that everyone's agreement is founded on the government. In the end, all that matters is that the government is powerful, money has value because they say it does.
