        Are they ranked based on strength? It never explicitly mentioned that to be the case. I thought they were ranked based on when they were found. That would make much more sense too, since all the churches have access to the 0- codes. A single change may cost thousands of lives from a misunderstanding

          They're ranked based on the level of their danger. With 3 being somewhat ok, 2 a bit risky, 1 very dangerous, and 0 is a national threat. Next is the number next to it. Since the number 0 is very very dangerous, the churches decided that it would be best if they all knew what 0 artifacts they all have so as to be safe and a deterrent against each other. So because artifacts 0 are few in numbers, they just decided that they would number it correspondingly. Though I think it would be quite meaningless to number it based on what artifact 0 was first discovered, I think it would be more obvious that they'd number it based on the level of danger.

            Why all these dislikes? You're right, all the churches know of the artifacts 0 so as to not double the name, and they are indeed numbered by order of discovery and not by danger. The rest of the artifacts respectively 1 2 and 3 can have their names double within the churches since they don't know the artifacts that the others have.... I swear a lot of ppl read with their eyes closed eyetwit
