    Klein might be 0-08's natural nemesis. The fog acts as a barrier that blocks outside interference so the more he advances, the lesser control 0-08 has. If Klein makes preparations above the fog, then 0-08 will not record them, so i guess he could tell the members of the Tarot Club to make some preparations which will make things harder for Izel (or whatever was his name), without him knowing it

          I thought city of silver is inside the abyss after the path discovered by machinary hive mind. My theory is that it is inside the abyss path in the Sonia sea where emperor Roselle said "Today I saw the Abyss".
