I get that Roselle was this big figure and coined lots of phrases but after this much time has passed you'd figure they'd be common enough that you don't have to cite the person who said it first. Even now im trying to think of common phrases and who coined them but after 100+ years its entered the common vernacular, in this age its even quicker. Its not an actual issue just a nitpick but i understand author wants to ingrain that roselle is the number 1 shameless fellow

I don't really see it as a problem. Same as nargeon. We can't remember every random Jean Pierre, but 90% of sayings we've heard here are made by Roselle.
Plus in those earlier years, quoting and knowing the author was a sign of erudition and knowledge, when it's a modern thing that we don't care about this anymore.
Lastly, you may notice that the catchphrases from Roselle are largely separate from the way of speaking of native people. They used to appear naturally. Farmer had chickens - he thought about all the meat and income - some didn't hatch (it's quite common) and he was sad - he said to a friend "don't count the chickens before they hatch" - friend liked it and used in different situations.
With Roselle it's more like -"I failed, Mr. Roselle.." - "Three time's a charm" - "What? Witchcraft?" - "It means try again".
Therefore every saying that isn't organic can be easily attributed to Roselle, letting people feel a bit more posch.
I also like those little details, so here's my view.

in fact, quoting who said something is a thing today as well. like someone had written in a comment "praise the f#cking sun" and someone had replied to it saying "is that a dark souls reference" just a couple hundred chapters ago. It's just that there are too many references these days which makes it hard for anything to be quoted beyond a decade or two.

It's not about erudition tho, but more about joining your fellow brothers of culture there. You're right, that said.

we also know that for the Dark Emperor pahtway, they have to have a faith/following of a large amount of people and whatnot, so Roselle could've purposely been spreading these quotes making sure people knew it was him that made them. We know his path includes inventions, so maybe people knowing he 'created' these catchphrases helped him out somehow?

It's lost in translation, chinese have a rarer combination of words to form a expression using four simbol and usually not really clear to the meaning. Such as 塞翁失马 with can be literally translated as "old man lost horse" but it's mean "blessing in disguise".
