    I'm not an expert of any sort on the problems presented in this chapter on the conditions of the lives of the extremely impoverished, nor am I an expert of any sort relating to matters relating to business and factories, but I fell I need to make an attempt at a solution anyways, no matter how bad it is. There Are a few things to consider,
    1. Trying to force better conditions on the factories through health and safety laws will only probably lead to the factories doing the things they do illegally. This means laws will be relatively ineffective
    2.Trying to shut down any of the factories will as Klein pointed out lead to several workers dying and other factories potentially getting cheaper laborers.

    Admittedly there is a lot more I'm missing out here on the consequences and what attempts may lead to due to my own incompetence in this matter. I don't know how effective the solution I have in mind would be, but I do have one.
    Since the factories cannot be directly pressured due to the factories either ignoring it or the factories getting abolished due to illegal action means that they need to be pressured indirectly. The only way I can think of to do this is to set up government affiliated or owned factories. Such factories would naturally be able to afford a better Health and safety conditions along with guaranteeing better pay for workers. This could pressure the privately owned factories to put up higher wages and better conditions for workers in order for their workers to not be stolen by the government.

    The cons I can think of to implementing such an action would be that such a thing could be heavily expensive for the government to implement as the factories they make would be forced to operate at much higher expenses than other factories. Along with this problem comes the problem of if there isn't enough government supported factories made than the private factories will just ignore the government factories and only a few people working in the government supported factory will actually benefit. This means that this plan also takes a lot of startup funding. Another potential problem is that such a plan may have problems getting through the law-making body due to corruption with many important figures using east borough as extremely cheap labor.

    However, if the plan does go through and the startup is enough the private factories will be extremely pressured to up their own quality in order to secure workers. Additionally, as I'm unfamiliar with the conditions of the expenses to run a factory during such an age I do not know whether such government factories would make money or drain money. However, if the factories do make money and assuming that corruption doesn't rear its ugly head, the funds from the factories can go directly to improving the land in east borough through government projects.

      The solution is very simple actually. People don't need "jobs" or factories to live. People don't need to live in an over-populated capital to survive, either. Just give/lend people some fine land (no matter where in the vast country) that is not being used and let them farm their own food. Humans lived thousands of years just fine like that. And if you really don't have enough land that is suited for farming, that just means you have more people than you could possibly feed in your country. But having people in your country that you can't possibly feed is a kind of problem that will get solved by itself anyway: they will starve and die and then you will end up with a populace that you can feed. This is how things would normally progress. But what happens in this story (and in the real world) is that people born in farmlands constantly migrate to the city, just to live a bad life or even starve.

      Now here comes the fun part. If a country did exactly as I described above, it would most likely get invaded by another country that invested in its industry by sacrificing their own peoples lives... That's also the reason as to why it is impossible to stop technological advancements, and why you have to suffer whatever those "advancements" results in. Artificial Intelligence is the latest example of this.
