    Personally I would just learn without the license for the set effects. He has plenty of contacts he can spar with and since he is only using it for the set effects he can just not use them publicly.

    If it turns out that the set completion gives him a buff/bonus/boost that makes it obvious he learned the techniques he can worry about buying the licenses after the deed.
