    I can see such a system having ups and downs. Spies would take a lot of time to climb the ladder, giving the order more time to discover them and root them out.

    At the same time its a bit silly that you could make huge contributions, but your position and benefits would both be lower than some pencil pusher who has just been writing reports for 30 years.

    I guess merits have more uses than just a fancy position though. They can probably be exchanged for opportunities and resources.
