    Honestly I am more on the side of the night watchers in this scenario. They are spread too thin and some harsh decisions have to be made. Its a fact that they have more territory than they can defend. So the best option would be migrating some of the smaller cities into the bigger cities.

    Not everyone would be willing to move, but this is better than sending over people and spreading themselves even thinner. At some point the branches would become a paper tiger with no real power to speak of. If anything they might get targeted so they lose even more manpower.

    That said. I do agree they shouldn't be too shortsighted. If there are plenty of slayers and sunderers around, why not officially employ them? They can create a reward system for them. Even if the mortality rate is higher for them, it would still be an overall win.
