Su Xiao wouldn't tell Lucci that Frankie had the Pluto blueprint.
In the first place, he couldn't even have known that CP9 agents were after the blueprint. Second, he wouldn't have been able to explain how he knew where the blueprint was right now.

Although Spandam was officially the leader of CP9, he got the position because of his connections, not because of his abilities.
If one were to say that Spandam knew how to make good plans, then this person could be called crazy without a doubt.
Several agents had been hiding in Water 7 for so many years and knew the island like the back of their hand. Given that everyone trusted them, they could easily reach the Iceberg.
