    I’m so lost. If evil gods can descend why can’t the church gods. Is there something stopping them or do they just not care.

      The issue is that the east borough is a breeding ground for resentment which the evil gods feed on unlike the church gods which I assume rely on faith.
      The churches tried to combat this but the death of the duke made this more difficult. Hence allowing the cultists to attempt this again

      The evil gods require evil and suffering to be sacrificed before descending, this is easy to find when living conditions are like how we see and suffering is easier to find than faith. We don't know if the "good" gods need other kinds of sacrifices or suffering to descend, but as an orthodox church that relies on the public, this will be much harder to achieve for them. There is also the question of whether it would be good for the world for any god to descend as they must not be able to stay down there for a reason.
