    Their parliament has a legislative power (they make laws). They're divided into:
    Monarch (they decide whether the acts and laws are implemented)
    House of Lords (Currently nothing much. After each world war came acts that took away their power. They can suggest making acts and laws and give initial drafts for house of commons to work on. Those hereditary guys.)
    House of commons (They create, modify shape etc. acts and laws. Hence their big influence on the civil exam act that's been prevalent in the story.)

    I'm not sure which type of parliament they have here, but if it's older, it's similar, but house of lords isn't so helpless. They even had judical power. I think it's safe to assume that the house of commons will take the center stage in the novel.

    Traced it back a bit. It seems that it's Victorian-ish one. Commons make the act and lords approve of it, for it to have legal power.
