    Could the higher-ups be hiding the method because they have a good use for the finite amount of beyonder material? ie sealing the artifacts and creating the demon hunting bullets?

        Also, the more members who have higher sequences, the more the Higher-ups will have to closely monitor. The numbers will also wary them constantly because of the higher possibility of them losing control. Higher sequences means more stronger they will become when they turn monsters. And higher chance that higher-ups will step in when problems like this occur and leave their watch overed assign areas leaving the place vulnerable. Also, if higher sequences turn to monsters there's also high chance of many casualties and civiliance learning about the evil existence which the church has always been trying to keep from the public. And these are just the only few reasons about it.

      I believe it has to do with the 4th epoch; I suppose that in the fourth epoch there were many strong people with very advanced bloodlines.This could cause many small or large wars.
