    actually crude oil should be present somewhere in their world. They haven't done proper surveilance. For one thing, the steam engines/ steam era use coal extensively If coal is present then there definitely be crude oil somewhere as coal, oil and Petrol originate from the same phenomenon( fossilized plants millennia ago).
