Garoth was basically immune to ordinary fire damage; this pain came from the holy attribute of Retribution, which inflicted extra damage on the “evil” Garoth.

“Hiss... it hurts! This skill actually judged me as evil?”

“Nowadays even skills have prejudice and discrimination? I, Garoth, am not an evil dragon!”

Interesting, I wonder if there's some kind of 'Divine Alignment system' that determines 'good' and 'evil'... and if Garoth could play the system by opening a couple of orphanages or something and changing his alignment to 'good', therefore becoming immune to 'Divine Retribution'.

To him, making good use of his companions’ corpses was the greatest respect, but the golden-haired warrior didn’t think that way.

Fascinating perspective, sadly, we didn't get the opportunity to explore it.
