    Yea no I don't think a county is smaller than a city. Not in the western hemisphere at least.
    Though 城市 does translate to city, it has some other cultural connotations that make them much bigger
    Administrative divisions also lump vast rural areas and surrounding towns into single "city" boundaries
    Also you don't make new 城市, it's simply not done, each of them are hundreds to thousands of years old with names as commonly known as those of American states. Xi'an, Beijing (yeah, that one), Nanjing (lol you're not the capital anymore. Also oof, ww2 shenanigans), Hangzhou, for example
