      It doesn't mean they have to start at 1. Almost all Cultivation novels do things differently, with different ages of when is optimal (and most don't have any, especially ones where they can live hundreds or thousands of years).

      It's not mentioned what the specific reason is behind it being harder to cultivate after already becoming an adult - but it's probably due to the body growth period. Probably easier to cultivate when you are still growing vs when you have already grown - especially if it involves forging meridians, cleansing blood/bones/marrow/organs etc.

        In general, it seems that many cultivation novels try to integrate the concept that the body is more adaptable in early years of your life. This leads to cultivators trying to pick out the seedling that have the natural gift and then push it too the maximum in these early years so that you have solid foothold to stand on. It's often said that the very beginning of cultivation is the most optimized part of any cultivators' journey as it is the most important that the the journey of Cultivations is set on 'firm' grounds.
