    Not just completed but a decently devloped version of MSA
    Yarsha's time was really spread too thin maybe it would have been better for them personally to not have created a empire and instead focus on personal devlopment after all their military strength didn't help
    In the end it becomes a plot device to leave behind a Major force necessary to face invasions
