    Prince Raul sounds a lot like a cult leader. Also he wants to focus all effort on helping those who cannot help themselves, so the poor and the non-martial artists.... in a martial world. The rich people and martial artists would almost certainly rebel, and even if they didn't, they could just leave. The country would grow weak and the neighbors would grow strong. Further more the martial artists and rich people in neighboring countries would feel uneasy about the rise of the cult of the beggars and be terrified that their country would be taken next. So they would almost certainly invade.

    Prince Raul sounds like an extremely dangerous choice.
