      I agree with you for PGA but CW is pretty much spent. We've seen many of his schemes fail compared to PGA. Also, my guess is that Klein is already LotM but is scheming. In an early chapter Amon was saying : The.. Mr. Fool. I'm guessing he was about to say the Lord of Mysteries. Just a guess tho, might be wrong.
