    Sunny had remained sitting until the battle ended, never moving a muscle.

    especially if the fallen Saint controlled a Citadel — since there was usually no one left to replace them as its ruler


    This is strange since the original citidels were taken by mere awakened….

      I think it has to do with actually controlling the citadel. Without a saint in charge of the citadel the domain can’t spread. The awakened and ascended can reside in the citadel but it’s not the same as “controlling” one.

      Original awakened only managed and control the immediate area as their own , they didn't own the citadel as a saint do .
