              Bro it's not based on his power level, if the shadow ain't big enough it ain't big enough. Ofc he can send out shadows himself but that would ruin the whole point of instant teleportation. Check the first chapter or two when he first got Shadow Step if u want proof. finger

                And how will you determine if the shadow is big enough or not? Is there a shadow of a person on the wall in side lighting or a small circle in the light exactly above the person? Or are there shadows only under the feet in diffused light?
                And then what to do when 3-4-7 more shadows are placed in the shadow under the character?

                  Imagine a hole, ok? The opening on the hole is the shape and size of the shadow. Now imagine Sunny inside the hole. If he can fit through the opening in any way, then he can use Shadow Step through it. He can always move through his own shadows.
