      Maybe because the shadow formed is prone to physical change as the waves are only temporary and in motion too. Also I think waves don't have enough structural integrity for shadow diving. And imagine somehow you dove into a wave's shadow and then the waves dissipates and the water becomes still. So then will Sunny automatically be thrown out or will he be teleported to the backrooms?
