    Why they didn't cook at least some of the meat the first night? In case they couldn't/shouldn't get the fire going. Cooked meat also weight less. They also should have surplus of meat, so eating snow as it is is probably safe. I would even argue that eating snow is one of obvious thoughts for any person (there are manageable risks, explanation below).

    About eating snow to hydrate: there are a lot of misinformation and myths about it. Basically, the truth is, if your body has enough energy to melt it without causing hypothermia (so food and clothes help here, they also climbing), then you can eat snow as slow, inefficient, but valid, emergency way to hydrate yourself. Because it is seems to be non-industrialized world, it should be cleaner. The possible risk are parasites and bacteria, but it's not that high and usually not that fast. It's probably would be very unpleasant in this cold, but beggars can't be choosers.

    Eating meat raw in this specific situation I wouldn't risk because of their non-modern standards. If it was modern oxen (and it was not killed by weird mutated creature), eating it raw after generous skinning in this temperature should be safe.
